Maybe this de-evolution is due to a continued growing away from the dragon pantheon of deities, or the ongoing war between Bahamut and Tiamat.

So my solution, I think, as I build this Forgotten Realms based story (1372 DR +/-, ignoring everything introduced for 4th or 5th edition in the Forgotten Realms) is to introduce "elite dragons" who have retained their full spellcaster abilities, as opposed to the "normal" dragons who seem to have lost the ability to cast spells. So I am looking at 5e dragons like some inferior, de-evolved version of the previous generation. I haven't played D&D since 1e, so missed all the editions between, but noticed in the Forgotten Realms Campaign Guide (3e) and Dragons of Faerun (3e) that dragons were generally quite excellent spellcasters, and I confirmed this with the 3.5e MM.
